Hamas Considering 10-Year Ceasefire and Gaza Power Transfer Ahead of Phase Two Talks

Group open to technocratic governance and weapons freeze in exchange for end to blockade and firm non-aggression assurances.

Hamas is prepared to consider a 10-year ceasefire with Israel, a freeze on weapons use, and the immediate transfer of civilian control in Gaza to a technocratic governing body, according to a report published Monday by the Saudi newspaper Asharq Al-Awsat.

The report, citing Hamas sources, said the group is engaged in serious internal consultations and indirect communications with Israel through regional mediators, with expectations that formal talks could resume by the end of this month or early next if the United States and Israel finalize their positions.

The proposed long-term ceasefire would be conditional on the lifting of the Israeli blockade and credible guarantees that Israel will not return to military action. In parallel, Hamas is said to be exploring mechanisms for transferring its weapons to a Palestinian authority under strict controls to ensure they are not used against Israel or the United States, while linking the move to a clearly defined political process.

The sources noted that multiple rounds of dialogue have already taken place in Doha, Cairo, and Istanbul, and that further talks are scheduled. American diplomatic pressure and regional mediation are driving the current momentum, according to the paper.

As part of the evolving framework, Hamas has reportedly agreed in principle to immediately hand over administrative responsibilities in Gaza to a technocratic committee. A broader internal Palestinian dialogue focused on Gaza governance and security arrangements is also in the works, with senior Fatah officials expected to participate in upcoming meetings in Cairo.

The discussions have also touched on ideas for an international stabilization force to operate in the Strip post-ceasefire, though details on deployment, jurisdiction, and mandate remain under negotiation.

While no formal agreement has been reached, the proposals mark the most detailed vision to date of a potential postwar Gaza framework one in which Hamas steps back from daily governance and military activity in exchange for long-term security assurances and international legitimacy for a transitional Palestinian administration.
