Herzog Says Presidential Role Requires Intervention, Not Constant Reaction
Israeli president supports commission into October 7 but rejects pressure to influence government decisions on demand.

President Isaac Herzog has addressed mounting public expectations about his role in government affairs, stating that while he strives to intervene when necessary, his position does not allow for constant or reactive involvement in every political matter. Speaking in a candid interview on Friday with journalists Ofira Assayag and Chaim Levinson, Herzog likened the presidency to that of a boxer strategic and deliberate in when and how to strike.
"I'm expected to be a boxer in the political arena," Herzog said. “I try to intervene and act in many areas in many different ways, sometimes overtly and sometimes not. That is the role of the president.”
He clarified that the presidency is not a reactive machine, and that it is neither his mandate nor his intention to respond to every event or government decision. Herzog emphasized the importance of choosing moments of influence carefully and responsibly, especially given the gravity of current national challenges.
Dismissing recent media speculation, Herzog firmly denied that he and former Supreme Court Chief Justice Aharon Barak were involved in any efforts to secure a pardon for Prime Minister Benjamin Netanyahu, who is currently standing trial on corruption charges.
Touching on security and diplomacy, Herzog confirmed he has had no direct contact with Qatari officials since Hamas’s October 7 massacre, noting he prefers not to comment on such matters for fear of affecting sensitive hostage negotiations.
Significantly, Herzog reiterated his support for the establishment of a state commission of inquiry into the October 7 attacks an event he described as a “massive failure.” He said he has met many citizens who are eager to testify before an impartial judicial body.
“I believe a state commission of inquiry, by virtue of the law, will be established. I'm sure of it,” Herzog stated, even as he acknowledged ongoing political debate over the commission’s scope and authority. The call for a formal investigation has grown steadily, with many Israelis demanding accountability over the security breakdowns that led to the deadly infiltration by Hamas.
Despite the strain of the current political climate, Herzog remains committed to the responsibilities of his office. He admitted that the situation in the country weighs heavily on him. “I don’t sleep well at night,” he confessed.
Herzog’s remarks underscore the careful balance Israel’s president must strike offering moral leadership and constitutional oversight, while respecting the limits of a non-partisan role.
