President Herzog to Lead Israel’s Delegation at UN Climate Summit in Baku
Amid Security Concerns, Israel Stresses Climate Action and Regional Cooperation.
President Isaac Herzog announced Tuesday that he will represent Israel at the upcoming United Nations COP29 climate summit in Baku, Azerbaijan. Herzog, who will attend the summit following a visit to the United States, emphasized the critical importance of addressing climate change while enhancing regional cooperation, particularly at a time when Israel faces escalating threats from Iran and its proxies.
While some have questioned discussing climate during wartime, Herzog insisted the timing could not be more relevant. He highlighted the urgent need to decentralize Israel’s power grid to protect it from attack, strengthen food and water security, and preserve open spaces. “The climate crisis isn’t going anywhere,” he stated, urging swift action to reduce emissions and combat global warming.
The delegation gathered at the President’s Residence included government officials, climate-focused startups, business leaders, and academics. Herzog also underscored the need for Israel to pass a comprehensive climate bill with enforceable targets for cutting greenhouse gas emissions. Despite mounting pressure, the Finance Ministry has opposed legally binding climate targets, leading to delays.
The push for legislative action gained an ally in MK Yaakov Asher, chairman of the Knesset’s Internal Affairs and Environment Committee. Asher admitted his initial unfamiliarity with the climate issue but now sees the threat it poses to future generations. Calling for more accessible language to engage the public, Asher pledged to advance a climate bill that sets realistic, enforceable goals.
However, he acknowledged that the bill awaiting final approval in the Knesset would differ from the version that initially passed in April, with new compromises made to meet Finance Ministry demands. Asher assured that the bill would have “teeth,” with clearly defined targets and dedicated funding a significant improvement over earlier drafts.
Environmental Protection Minister Idit Silman expressed hope that the legislation would pass before the delegation departs for Baku on November 11, stressing that solid climate policy strengthens Israel’s global position. The audience welcomed these developments, underscoring the urgency of action both at home and on the international stage.
