Israel and Germany Sign Cyber Defense Cooperation Agreement
Strategic partnership strengthens cybersecurity ties and boosts Israel’s global technological leadership.

In a major step toward strengthening international cybersecurity collaboration, Israel and Germany officially signed a cyber defense cooperation agreement on Sunday. Prime Minister Benjamin Netanyahu, who announced the signing in a video statement, emphasized the strategic importance of this alliance.
“I think Germany and Israel are natural partners,” Netanyahu said. “We've cooperated on the Arrow III. We've cooperated in many areas. We cooperate technologically.” He noted that his recent talks with German Chancellor Friedrich Merz laid the groundwork for expanded defense cooperation, culminating in this new agreement.
The pact, signed by Netanyahu and German Interior Minister Alexander Dobrindt, signals a growing partnership not just in military defense, but in the digital battlefield — an arena where Israel has long demonstrated unmatched expertise.
The agreement builds on a Letter of Intent signed on December 9, 2025, between Yossi Karadi, Director General of Israel’s National Cyber Directorate, and Friederike Dahns, Head of the Cyber Department at Germany’s Federal Ministry of the Interior. That letter outlined key areas for collaboration: development of the next-generation "Cyber Dome" defense system, the creation of a Cyber Center of Excellence, joint cybersecurity and artificial intelligence simulations, and the advancement of cyber risk regulation.
This comprehensive vision highlights both countries' recognition that modern threats demand smart, agile responses that cross borders. Israel, a global leader in cyber defense and innovation, brings deep experience and advanced technological capabilities to the table.
For Israel, this cooperation is more than a technical milestone it’s a sign of its rising stature on the global stage. “This reflects the growing closeness of many countries and major powers like Germany,” Netanyahu remarked. “They seek cooperation with us, and want to promote not only security matters but also economic ones.”
Germany’s decision to deepen ties with Israel in this critical sector underscores a broader trend: Israel’s technological and strategic value is increasingly acknowledged by world powers seeking reliable, innovative partners in a volatile world.
“The State of Israel is on the rise,” Netanyahu concluded and this agreement is proof. It represents not only trust in Israeli capabilities, but also confidence in its future as a hub of global cooperation.
