Israel Plans Civilian-Only Aid Distribution Framework for Gaza

Defense Minister Katz emphasizes aid resumption only after Hamas-proof mechanism is in place amid ongoing military operations.

Israeli Defense Minister Israel Katz announced this week that Israel is preparing for a future resumption of humanitarian aid to Gaza but only under strict conditions that ensure Hamas cannot exploit the supplies. The aid would be distributed exclusively through civilian companies, not international agencies or groups that have previously failed to prevent diversion by Hamas.

Katz clarified that no aid will be allowed in under current conditions, emphasizing that the proposed system is for a later phase when secure, Hamas-free delivery mechanisms can be enforced. “The goal is clear,” he said. “We are making every effort to bring about the release of all the hostages... and building a bridge toward the defeat of Hamas in the future.”

His comments come as Israel continues targeted operations in Gaza, aimed at Hamas operatives and infrastructure. Katz noted that IDF forces are maintaining control of cleared zones, turning them into security buffers that prevent Hamas from regaining a foothold similar to strategies employed on Israel’s northern borders with Lebanon and Syria.

Katz also addressed broader policy initiatives, including the voluntary relocation of Gaza residents and expanding security zones, which he said now encompass significant portions of the territory. “Hundreds of thousands of residents have been evacuated,” he said, signaling a shift in the strategic map of Gaza.

He added that Hamas is under increasing internal pressure as its grip on the population weakens, and cited Egypt’s stance that any post-war agreement must include the disarmament and demilitarization of Hamas.

Not everyone in Israel’s leadership backed the idea. National Security Minister Itamar Ben-Gvir harshly criticized any talk of aid, calling it a “historic mistake.” “As long as our hostages are dying in the tunnels, there is no reason for a gram of food or aid to enter Gaza,” he wrote on X.

In a follow-up statement, Katz reaffirmed that no humanitarian aid is currently being delivered, and none will resume without a secure, future-oriented mechanism that blocks Hamas access.

This evolving approach reflects Israel’s dual objective: safeguarding its security while preparing for a post-Hamas reality where humanitarian needs can be addressed responsibly and safely.
