NYC adopts IHRA definition of antisemitism in historic move
Mayor Eric Adams signs executive order to combat rising hate and calls for swift City Council action.

In a bold and unprecedented step, New York City Mayor Eric Adams signed an executive order Sunday officially adopting the International Holocaust Remembrance Alliance’s (IHRA) working definition of antisemitism. The move positions New York City as a national leader in confronting antisemitism head-on and sets a standard for cities around the world.
“Antisemitism is a vile disease that’s been spreading across our nation and our city,” Adams stated during the signing ceremony at Tribeca Synagogue. “What’s worse, since Hamas’ terror attacks on October 7, 2023, we have seen this hateful rhetoric become normalized on our campuses, in our communities, and online, as antisemitic propaganda far too often masquerades as ‘activism.’”
The IHRA definition, adopted by 31 nations since 2016, outlines key manifestations of modern antisemitism including denying Jews the right to self-determination and blaming Jews collectively for Israel’s actions. It has become the global gold standard in the fight against antisemitism.
NYPD statistics underscore the urgency: antisemitic hate crimes made up 54% of all reported hate crimes in the city in 2024 equating to an antisemitic incident every 25 hours. In the face of these disturbing numbers, Adams is urging the City Council to codify the definition into law and go further in protecting New York’s Jewish community.
“When New York City acts, the rest of the world follows,” said Sacha Roytman, CEO of the Combat Antisemitism Movement. “Adopting and implementing the IHRA definition is one of the most practical and effective steps municipal authorities can take.”
The mayor’s initiative also intersects with his political platform as he gathers signatures to run in the general election under new ballot lines: “EndAntiSemitism” and “Safe&Affordable.” His stance echoes across the political spectrum, with antisemitism becoming a defining issue in the race, including for Democratic frontrunner Andrew Cuomo.
By embracing the IHRA definition, New York City sends a clear and timely message hatred against Jews will not be tolerated under any guise.
